Maryland Transportation Institute Distinguished Seminar Series:

Dr. Morteza Farajian, Executive Director of the Build America Bureau at the U.S. Department of Transportation

"Facilitating Investment in U.S. Transportation Infrastructure Through Innovative Financing and Project Delivery Models"

The Build America Bureau is a one-stop-shop within the U.S. Department of Transportation (U.S. DOT) that is responsible for providing long-term financing for transportation infrastructure projects. The Bureau helps overcome financial barriers to infrastructure investment with customized options through two loan programs (more than $60 Billion in current lending capacity), a tax-exempt bond program ($15 Billion), and a grant program all under one roof. The Bureau also accelerates projects by actively helping project sponsors navigate the often complex Federal permitting and procedural requirements, serving as the single point of contact, and by providing technical assistance to state or local governments who are pursuing innovative delivery and financing models such as public-private partnerships (P3s), serving as a center of excellence.

Moving forward under the leadership of its new Executive Director, Dr. Morteza Farajian, the Bureau seeks to target its outreach to educate borrowers who have not used its programs; diversify asset classes to include ports, airports and technology related-projects; lend whole-sale to State Infrastructure Banks (SIBs) so that smaller rural projects can benefit from TIFIA; and provide technical assistance and training to state and local officials on best practices for innovative financing and delivery methods.
